ബര്‍ലിന്‍: ഫെബ്രുവരി 23ന് ജര്‍മനി പൊതു തെരഞ്ഞെടുപ്പില്‍ വോട്ട് ചെയ്യാന്‍ പോളിങ് ബൂത്തുകളിലേക്കു നീങ്ങും. എന്നാല്‍, ഇവിടെ ജീവിക്കുന്ന പത്ത് മില്യന്‍ വിദേശ കുടിയേറ്റക്കാര്‍ക്ക് വോട്ടവകാശമുണ്ടാകില്ല.

കഴിഞ്ഞ വര്‍ഷം ഇരട്ട പൗരത്വം അനുവദിക്കപ്പെട്ടതിനു ശേഷം ജര്‍മന്‍ പൗരത്വത്തിനായുള്ള അപേക്ഷകളില്‍ വന്‍ വര്‍ധനയാണ് രേഖപ്പെടുത്തിയത്. ഇക്കൂട്ടത്തില്‍, തെരഞ്ഞെടുപ്പിനു മുന്‍പ് നാച്ചുറലൈസേഷന്‍ സര്‍ട്ടിഫിക്കറ്റ് ലഭിച്ചവര്‍ക്കു മാത്രമായിരിക്കും വോട്ടവകാശം.

18 വയസാണ് ജര്‍മനിയില്‍ വോട്ടവകാശം ലഭിക്കുന്നതിനുള്ള പ്രായം. യൂറോപ്യന്‍ തെരഞ്ഞെടുപ്പില്‍ ഇത് 16 ആക്കിയെങ്കിലും ജര്‍മന്‍ തെരഞ്ഞെടുപ്പില്‍ മാറ്റം വരുത്തിയിട്ടില്ല. 14 വയസ് തികഞ്ഞ ശേഷം കുറഞ്ഞത് മൂന്നു മാസമെങ്കില്‍ ജര്‍മനിയില്‍ ജീവിച്ചിട്ടുണ്ടാകണം എന്നൊരു നിബന്ധനയുമുണ്ട്. പ്രായപൂര്‍ത്തിയായ ശേഷം രാജ്യം വിട്ടവര്‍ പിന്നീട് 25 വര്‍ഷത്തേക്ക് തിരികെ വന്നില്ലെങ്കില്‍ വോട്ടവകാശം നഷ്ടപ്പെടില്ല. ഇലക്റ്ററല്‍ രജിസ്റററില്‍ പേരുണ്ടാവണം എന്നതാണ് വോട്ടവകാശത്തിനുള്ള മറ്റൊരു മാനദണ്ഡം.

59.2 മില്യന്‍ വോട്ടര്‍മാരാണ് ഇപ്പോള്‍ ജര്‍മനിയിലുള്ളത്. ഇതില്‍ 30.6 മില്യന്‍ സ്ത്രീകളും 28.6 മില്യന്‍ പുരുഷന്‍മാരുമാണ്. 2.3 മില്യന്‍ കന്നി വോട്ടര്‍മാരുണ്ട്. വിദേശത്തു താമസിക്കുന്ന ജര്‍മന്‍ പൗരന്‍മാര്‍ക്കും വോട്ട് ചെയ്യാന്‍ സൗകര്യം ലഭിക്കും.
